Ruby B. Harvey served as the Executive Director, Department of Veterans Affairs (VA), Office of Small and Disadvantaged Business Utilization (OSDBU), where she was responsible for programs that promoted small business participation in VA procurements, with a special emphasis on Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses. Harvey was a member of the United States Senior Executive Service and has more than 25 years of experience in acquisition, program management, finance, training, information technology, entrepreneurship advisory services, and human resources in the public and private sectors.
Before her position with OSDBU, she served as Chancellor of the VA Acquisition Academy (VAAA), where she directed and oversaw the training of VA’s 30,000-member acquisition workforce. Previously, she served as the Associate Deputy Assistant Secretary, Acquisition Program Support, in VA’s Office of Acquisition and Logistics (OAL), providing executive direction for acquisition support services. Prior to joining VA, Harvey served with the United States Department of Agriculture as Chief, Procurement Systems Division, in Washington, D.C. During her time in the private sector, Harvey served as Verizon Wireless’s Associate Director, Mid-Atlantic, for Revenue and Systems Assurance. Her professional background also includes federal technology consulting with Booz Allen Hamilton.
Ruby earned her Master of Science degree in Information and Telecommunications Systems at Johns Hopkins University. She also completed her post-graduate studies in Electronic Commerce at Hopkins. Ruby earned a Bachelor of Science degree in Finance from Jackson State University. She is a graduate of the Office of Personnel Management’s Federal Executive Institute and she is a certified Project Management Professional (PMP).
