Benjamin “Ben” Cirka is the founder and Executive Director of Community Hospitality Healthcare Services (CHHS), overseeing the organization’s vision, execution, and daily operations. He brings extensive expertise in structured financing—particularly with low-income housing tax credits, federal historic tax credits, New Markets Tax Credits, TIF bonds, and other public capital programs. Drawing from senior roles at Struever Brothers, Eccles & Rouse and the Shelter Group, he has managed over $1 billion in project financing across neighborhood redevelopment, historic preservation, affordable housing, and healthcare. He currently serves on the boards of American Communities Trust, Urban Research Parks LLC, and Johns Hopkins Carey Business School’s Dean’s Alumni Advisory Board.
Ben holds a Bachelor’s degree in Accounting from Florida State University and a Master’s in Real Estate Finance from Johns Hopkins Carey Business School.
