Shay K. Dugan is Executive Vice President and Head of Property Management at Enterprise Community Partners, where she leads strategy and operations for one of the nation’s largest affordable housing portfolios. She previously served as Chief Operating Officer at Humphrey Management and TM Associates, overseeing more than 17,000 affordable and conventional apartment homes across 15 states and the District of Columbia. With extensive experience in property management, asset operations, and resident services, she has led departments spanning marketing, training, maintenance, procurement, and client services. Shay also serves on the Boards of Directors for the Institute of Real Estate Management (IREM) DC Chapter 8 and Operation Pathways.
